  • About Handbook Review

    As a member service, Employers Group handbook specialists will conduct a cursory review of a member’s existing employee handbook. This is not a comprehensive review that covers every policy, and it should not be considered in any way to be legal advice. The review includes a check of key policies, overall content, tone and current status relative to certain key employment regulations. Upon completion of the review, the handbook specialists will provide a brief, bullet point review of the handbook and a recommendation for further action to consider. The recommendations may range from – start over with a new handbook, update the current document, review with counsel, release to employees, etc.

    In order to conduct the review, please submit an electronic copy of the handbook in its current state as well as the following information:

    • Total number of employees
    • Employee count per location (city and state)
    • Any unions or CBA?
    • Affirmative Action Requirements?
    • When was handbook last updated?
    • Any specific organization or industry specifics the handbook team should be aware of?

      Unemployment Claims Management Services

      Initial Claims

      • Secure address of record with State Workforce Agencies
        • This will direct all claims, decisions, etc. to Employers Group
      • Manage unemployment activity via our EdgeWise paperless claims management system
      • Communicate immediately with Client to gather separation information as appropriate
      • File detailed, accurate, and timely protests with appropriate state offices
      • Contact Client immediately with state adjudicator questions for additional information
      • Send Decision letter to Client with the final status of each claim that is protested

      Appeals

      • Consult with Client in regards to filing an appeal should claim not be won at initial level
      • File the appeal with state offices upon Client’s direction
      • Upon request of client (and for an additional charge per unemployment hearing)
        • Conduct pre-hearings conferences with Client, prepping witnesses for the hearing
        • Represent our Client at the hearing with the state, conduct a post hearing review
      • If we lose at the Hearing level, discuss prospects for secondary appeal with Client
      • Upon request of client (and for an additional charge per board level appeal)
        • File secondary appeal at Client’s request, includes the written Board Brief filed at the state

      Auditing of Benefits & Charges

      • Auditing all benefits paid out from Client account back to specific claims in EdgeWise
      • Recovering on behalf of Client overpayments or other errors made by the state

      Note:  the national average of mistakes made by states in payments on unemployment claims is over 9%!

      Reporting

      • Client will receive comprehensive, detailed quarterly reports on all claims activity
      • Data is sorted by State UI account for further analysis

      • Perform an audit of Client’s unemployment tax rates calculated annually by the states for each SUTA (State Unemployment Tax Account) number,

      Q. I would like to deploy an Employee Opinion Survey, but not all my employees have access to a computer to take it, can we still use the survey?
      A. Yes! The EOS can be sent via paper and online, however additional costs may apply for data input.

      Q. Can an EOS be translated into a language other than English?
      A. Yes, we can translate the survey into another language if needed.

      Q. I’m not sure how to communicate to my employees the process of an EOS, can you help?
      A. Included in the annual EOS package that comes with the membership are numerous templates that help you communicate to your employees the launch, completion, and results of the EOS.

      State Subsidies

      State Subsidized, Employer-Specific Training
      Utilize State Funds to Train Your Employees | Receive Rebates on the Training You Provide

      Eligible California employers can utilize state funds to train their employees through Employers Group. Employees can receive 8 to 120 hours of productivity-related training delivered by Employers Group on-site at your company’s facility, at our facility, or at another location identified by your company. Your company may also deliver the training. Training can be delivered from July 1, 2020 until March 15, 2022.  Funding is available to Employers Group from the Employment Training Panel (ETP).  Watch an 18-minute presentation on how our state funding program works HERE.

      Employer Requirements:

      Typically, employers must meet the following requirements:

      • Be a for-profit company/organization or pay into the ET Tax Fund
      • Must have a 20% or less turnover rate for full-time employees for the prior calendar year (some exceptions allowed)
      • Must meet one of the following:
        • Manufacture a product
        • Derive over 25% of the facility’s revenue from outside California
        • Compete directly against a non-California firm that has no California employees
        • Be a California corporate headquarters of a multi-state entity
        • Be among other select industries, including: freight, transportation, warehousing, storage, software, motion picture / tele-production, publishing, R&D, environmental consulting, communications

      Once Employer Eligibility is Determined:

      Employers Group will conduct a complimentary training needs assessment and work with your company to identify appropriate training topics and training populations. Employers Group will then propose a solution that outlines costs and state reimbursement for your training. State reimbursement is based on a “per trainee basis” (for each eligible training hour each eligible trainee receives). Employers may receive 8 to 120 hours of training per trainee.

      Trainee Eligibility Requirements:

      For each training hour to be funded, trainees must:

      • Work full-time (35+ hours per week) during training and 90 days after training.
      • Complete at least 8 hours of eligible training.
      • Earn an hourly wage of at least:
        • $19.05 for Los Angeles County
        • $18.39 for Orange County
        • $20.00 for Bay Area Counties
        • $18.34 for Sacramento County
        • $18.34 for San Diego County
        • $18.34 for all other counties

      Note: The wage stated above must be met 90-days after training ends. Employer-paid health benefits of up to $2.50 can be included to meet or exceed wage requirement. Regular bonuses, shift differentials and some additional criteria may also be used. Contact Employers Group for details.

      Receive Rebates for Training You are Providing

      Are you delivering training internally?  Do you need to secure your own state-funded training contract?  Do you need assistance with state funding in other states?  We can help!  For eligible California employers, we provide between $17.40 and $20.00 for each hour, each trainee receives.   We have over $500,000 available and the training dates can be from June 30, 2020 until March 15, 2022.

      Complete an eligibility application.  We will supply you with a form to sign to verify eligibility, which will be approved in less than two weeks.  Manufacturers can be approved in hours.   We let you know what documentation we will need for reimbursement (rosters, trainee information).   Eligible training includes computer skills, leadership, communications, lean and process improvement.   Harassment, law, safety and compliance are NOT eligible.  Rebates are processed by Employers Group and 75% is paid once training has been 100% delivered and the remaining 25% paid approximately nine months later.   Funding is only provided after we receive reimbursement from the state and is available to members.

      Leadership Academy

      According to Conference Board research, CEOs rank “human capital” as their top challenge; however only 27% of leaders feel they are “very prepared” for this challenge and only 9% of HR leaders feel their leaders are ready.       While beneficial for any leader, the Leadership Academy has been optimized for informal, front line leaders, and mid-level (department) managers. Senior and executive-level leaders can receive an executive summary and the benefits of the training without the need to personally attend all sessions through an introductory (3 hour) course — Reinforcing Leadership Development.       Option 1:  ON-SITE, PRIVATE INSTRUCTOR-LED

      You choose the courses, times, duration, trainees, and locations. We will customize the program and deliver it onsite at your organization’s facilities anywhere.       Option 2:  VIRTUAL, INSTRUCTOR-LED (PUBLIC OR PRIVATE)

      Utilize this virtual instructor-led delivery for individuals or for a group of leaders.  This program is delivered for 4.0 hours once per week (32 total hours).   If your organization is eligible, the State of California will reimburse Employers Group for the training delivery to eligible trainees.  You are responsible for an enrollment fee of $350 for members or $475 for non-members.  SEE DETAILS AND REGISTRATION FORM

      There are only four cohorts in 2024.

      Eight week programs begin:  January 25, April 24, July 25 and October 16.  All sessions are 8:30am-12:30pm PST.

      Option 2 includes the following:

      • Eight highly-interactive facilitated small group sessions (via Zoom). To participate, each attendee will need a (1) web connection, (2) web camera-enabled computer, (3) two-way audio via computer or phone connection, (4) trainees must download free Zoom software.
      • Upon request, complimentary access to a one person, one-year license to 75+ eTraining courses via eTrainingPortal.com. Supervisory Law is included eTrainingPortal. All courses are available for self-enrollment.
      • One behavioral assessment, which is shared directly with only the participant.

      • Electronic certificate will be provided upon completing the eight virtual instructor-led training (VILT) sessions.

      Non-profit Agency, $8 million operating budget, 95 Employees

      • Needs: To meet federal funding guidelines, audit the agency’s compensation program, conduct a job evaluation, and market price staff and executive positions through a custom industry-specific compensation survey.

      • Needs: To meet federal guidelines for pay practices, estimate the existing pay levels for 45 positions (including executives) within the agency’s labor market.
      • Services: Designed online and hardcopy questionnaire customized to agency’s job descriptions; identified 250 agencies within the targeted labor market and executed a survey; outreach efforts for maximum participation in survey included several phone calls, emails, etc. leading to 60 participants and a detailed report which the agency introduced to federal agencies as evidence of existing market conditions.
