Required Wages:


90-days after training is completed, each trainee must earn the minimum wage standard for the county of employment: $13.51 for the Bay Area, Orange and L.A. Counties; $13.16 Sacramento; $12.89 San Diego; $13.12 Ventura; $12.38 all other counties. Employers that do not face out-of-state competition must pay employees $22.51 regardles of county. Employer-paid health benefits can be included to meet or exceed standard.


Eligible Employees:


At least 80% of the eligible trainees must be considered a front-line
employee who primarily produces a good or delivers a service. 100% of the eligible trainees from companies that do not face out-of-state competition must meet this definition. The state will not fund senior-management positions typically Director level and above.

These restrictions do not apply to eligible small employers


Training Types:


Productivity-related training is encouraged. Compliance, safety and
regulatory training cannot be provided utilizing state funding; however, can be added on to a program for a nominal fee. Computer skills training may be available; however, different program requirements are necessary due to equipment needs.


Small Employers:

Eligibility to be a Small Employer is based upon: (1) whose owners and principals are principally located in CA, (2) independently owned and operated in CA, (3) not a subsidiary of a larger company, (4) has less than 100 full-time employees cumulatively (with other divisions) worldwide.

Deposit Refunds:

Refunds will be returned according to an "employer agreement to participate" which will be executed prior to the start of any program. Trainees must complete 100% of the training program. The deposit will be reduced for any hours not completed (on a per-hour basis). Trainees not completing at least 24 hours are not eligible for any state subsidy. Refunds are processed approximately 180 days after training has ended.
