Sam Harris
Sr. Human Resources Consultant


Sam has been a senior-level executive with significantly diverse experience in both the public and the private sectors. He provided leadership at the CEO/COO level for profit and non-profit organizations reporting directly to a Board of Directors. He has considerable experience in organizational development, staffing, training and management of organizations. This includes experience in the development of employee manuals; polices and procedures; position analysis and resultant descriptions and in organization problem analysis, solution development and solution implementation.

He has served in various positions such as City Manager, Executive Director of national law firms and Chief Administrative Officer. Sam has provided management consulting services in such areas as operations; collections; all phases of personnel; equipment selection/installation; facility planning and relocation coordination; financial management; and oversight of daily operations. In his most recent assignment Sam was the Chief Administrative Officer and Human Resources Director for a business that recruited translators for the military and for law enforcement and provided linguists for role-playing training activities with the military. Additionally, Sam has eight years of experience as a licensed commercial insurance broker.

Sam is a graduate of Shippensburg University in Pennsylvania with a BA in Government Administration and an M.S. in Public Administration where he served as a member and Past President of the Alumni Board of Directors. He has served on various national professional association committees; prepared and presented training and educational programs at national association meetings and taught adult education at the university level for UCLA, USC, Cal State/LA and the Keller Graduate School of Management (DeVry Institute).
